Club confirmed as Frontier in-house creation per Drew Wagar. Identified as potential 'powerful, twisted men' controlling Raxxla, though no direct evidence exists linking them to Raxxla specifically.
The Club did what they could to delay progress in Thargoid research. Most substantially they gave the hints(number station satellites) to find Guardian ruins. This was done to divert Canonn resources away from the Pleiades. Black Flight operations seem to fit the Club agenda well, but there is no direct link. They do however have the resources to interdict and disable mega-ships. That suggests that they are on good terms with Sirius corp and Wreaken. The Club seem to assert full control over these two companies. The Club is according to Drew, a Frontier in house creation. They may be the "powerful, twisted men" controlling Raxxla, but there are no hints to this. As long as CEIP and TDW can be ruled out of the equation, they seem to be the only known organisation that fits the descript...
Multiple independent factions likely exist: INRA legacy groups, Galcop successors, Thunderchild, and distinct secret societies. Club may be separate from Raxxla inhabitants. Possibility that Club member (potentially Exo) secretly connected to Raxxla group.
Oh, don’t get me wrong, what they were doing fits with the club. My point’s just that they might be a separate outfit. There’s probably some INRA legacy/offshoot groups, some Galcop legacy/offshoot groups, Thunderchild, and other long running secret societies and cabals. There would seem to be some PF complicity in what the Black Flight are doing, with the system with the Overlook being locked. On the Raxxla front, personally I think the club are a different group from those on Raxxla, though I wouldn’t be surprised at all if one of the club was secretly one of the group who live on Raxxla - Exo maybe. Utopia is both a Powerplay faction and conceptually 'a place that isn't a place,' suggesting it could be connected to Raxxla's hidden nature.

Developer Drew indicated that the Dark Wheel and The Club may be at odds with each other rather than allied, suggesting they are separate organizations with different goals and potentially conflicting agendas regarding Raxxla.

The Club may control both the Pilot Federation and Universal Cartographics, meaning codex entries are controlled by them. Raxxla could be actively used by The Club while fed misinformation to explorers through official channels.
I know it's really the only true source we have about Raxxla now, but how is it that we know the Codex entry is a clue at all and not just a red herring? It's kind of like TDW faction in Shin, would this deeply secretive group really advertise their map to their station? Or Raxxla, if that were the case? Seems that The Club operates mostly through the profits of the three major powers, but is also known to be highly influential in Sirius Corp, and the Engineer Bill Turner. So perhaps economically disrupting their Headquarter Station in Sirius might also be a good target. Would be a big undertaking requiring a lot of cooperation from many people.
