I've been lurking on this goal for a while, thinking it over. Raxxla is intriguing, but the quest to find it is a mystery of the real sense. I mean that to say that there aren't really any breadcrumbs leading us there. It's more like a crime, where the object genuinely doesn't want to be found but has nonetheless left evidence of its existence.We may not get to find it, or if we do we may not be able to do anything about it. It may be locked behind an unobtainable permit.All of that said, I have a plan that just might maybe work. Maybe. It'll be a very long term affair and I don't stand any better chances than the rest of you. If I do find it though you'll be the first to know.
Hypothesis that achieving extreme negative reputation with factions in Shinrarta Dezhra, particularly becoming an enemy of the Pilots Federation, could trigger scripted Dark Wheel missions related to Raxxla.
Idea! Has anyone tried to get extreme negative rep with a faction(s) in Shinrarta Dezhra to see if that triggers the scripted dw missions? Maybe enemy of the Pilots Federation? Drat I wish I was there to try this myself and not on the other side of the galaxy.

Agreed on the Meta. Have said pretty much the same before, myself. Also more or less agreed about the in-game rationale. Someone is controlling those permit locks. Not TDW though. As far as we know they never found Raxxla. Which stacks up given the that the people on Raxxla had Jason Ryder, who was head of TDW, assassinated, and he'd only found evidence that Raxxla existed, not even Raxxla itself. Anyone stumbling across Raxxla is almost certainly going to be insta-killed. And meta around that: Spoiler How would FD handle that. They couldn't just do it as a normal in-game death with the cmdr insta-spawning back alive in the game with full knowledge of where Raxxla is. Saying "congrats, you've found Raxxla but please don't tell anyone" wouldn't work - someone would blab. There's on...

Observation that Pilots Federation previously locked areas around Cone sector without locking Cone itself, but now that Gnosis access is announced, PF locks the target system and issues Thargoid Hydra warnings. Pattern suggests deliberate gating of discovery.

I'm not sure I follow your sentiment here tbh - there's plenty of relatively unexplored areas of space. For me, jumping into the Cone is very much about the Permit Lock arrangements and discovering possible reasons around it. And it's still that way for me - that until now the PF has locked the areas around the Cone but not the Cone itself smacks of something unusual going on. And now what do we see now that it's going to be possible for a jump in there? The PF not only lock the target system, but they issue a warning using the highest threat currently known to humanity - Thargoid Hydras...
The Gnosis' intended jump into Thargoid-surrounded space appeared to be deliberately positioned to fail as part of FD's goid storyline development, suggesting Raxxla may be similarly integrated into the larger narrative.
Pathetic? I'd say "predictable". Shows exactly what Frontier's regard toward the "exploration community" is though. Somebody wants to peacefully explore the galaxy in Elite? Quick! Toss some pew-pew at them! Click to expand... Mmm, not sure that’s entirely fair. Seem to remember a sense of danger when out FRifting (MB- “explorers should go armed”), and exploration is historically a hazardous occupation (used to be mosquitoes, crocodiles, lions, frostbite; now it’s aliens, close binaries, neutron stars...). But the Gnosis’ intended jump into an area surrounded by goid space was always a bit near the edge, and I got the feeling was being set up to fail in some FD goid storyline-related way.
