Hee hee, was just about to ask the same question. I'm just thinking off the top of my head here, but there may be similarities to the problem of finding Raxxla, and the purpose of the UA. Not saying they are connected in any way, but one of the theories around the UA is that it might be some sort of scanner that could find a "dark system" or "dark planet", i.e. one that does not appear on the Galaxy Map. If Raxxla is a "dark system", or a "dark world" in a known system, there might be a need for a similar type of scanner (perhaps envisaged with future content, i.e planetary landings and the like) to be able to locate it. Testing whether 'outer rim' letters R and M obfuscate system names revealed Brambai system (becomes Babai when R & M removed), though no clear significance found on EDSM.
Just one thing to add. “Obfuscated by the outer rim”... the outer of rim is r & m. So the location in question could be obfuscated by the letters r & m. A search on all system names that contained letters r&m and then removing r&m to from the name lead to about 150 “new names”. Cross referencing them against EDSM system names yielded just one match and I’m not sure what it means if anything as I’ve confused myself a little and feel a lot like I am barking up the wrong tree. The Brambai systems once r&m are removed leaves Babai which is an existing system name. I can’t see anything interesting on EDSM and am away from Elite so cannot go and have a look (also I’m about 17kylies away in game). Dunno. My twopence worth. I like cryptic crosswords and wanted to stretch the legs on the idea...
Systematic analysis of 8,661 system names tested against anagrams and ciphers derived from the clue 'Obfuscated by The Outer Rim' yielded no matches, suggesting the clue may not be a straightforward anagram.
I don't think "Obfuscated by The Outer Rim" is a play on the phrase The Outer Rim like a cryptic crossword clue. I put all of the system names in to an excel sheet (all 8661 of them which I found here: https://cim.sotl.org.uk/elite-dangerous/ ) I removed the spaces and then filtered for systems with 11 characters as per "The Outer Rim". I searched for anagrams of "The Outer Rim" No matches I searched for anagrams of "Outer Rim" No matches I then searched for names where characters 3 and 7 were the same, and characters 8 and 9 were the same - maybe a cypher. No matches. I then tried the same with just "Outer Rim" and the matching R's. 11 systems meet this criteria however there's no further pattern I can see that links the remaining letters to an type of cypher shift. No matches.

But by screening the current dump from EDSM if found HYPAO BRA XX-L A7-0, which I can also find in game. From this search I can say that there are currently no other RAXXLAs in the EDSM database. (Removed all non-alpha characters from the system names and then searched for Raxxla).

Its fake all the way i spent 1 whole day in each Bra XX-L a system and as i recall no such USS ever spawned....The amount of trolls about Raxxla is increasing by the days....Seems like FD doesn;t do good job keeping them occupied with other stuff....whats next? Now I decided to go and scan the other Systems rOmiLaYu scanned, just in case the "journey everyone has to travel for themselves" is the journey through all the Raxxla Systems and you get the Polaris Permit upon completion of that journey (improbable, but would fit into FD's grind scheme). Then I will visit Sag A* and come back to the bubble. All upcoming 3.2 bug will hope...
The obvious placement of RA XX-L A systems in Galmap by Frontier/Catographics suggests the location of Raxxla was intentionally hidden in plain sight within procedural generation.

Just a note about proc-gen system naming: Each sector will contain multiple XX-L A?? regions. These regions will always be in the same places in each sector. Since the number after the 'a' is defined by where the region is on the north/south axis these values will be consistent across sectors. If you look stars where there are two numbers you'll see that it occurs when the region is at the eastern side of the sector and 'loops' around to the western end. This gives a consistent pattern of 7 +14 21 +14 35 +14 wraps to 36 49 +14 62 +13 wraps to 63 76 +14 90 +14 104 +14 108 +13 wraps to 118 The anomaly in the list above is Dryu Bra XX-L a9-0 - it shouldn't be there!

So a star with an 'a' name is light, but there are some M class stars that are light enough to get that name. Equally, some brown dwarf star...

Found reference to Galactic Co-Operative (GalCop) in Malcolm Edwards and Robert Holdstock's Tour of the Universe. Pursuing literary archaeology to understand Holdstock's original concept of Raxxla through his fiction works, particularly The Dark Wheel.
Well. My copy of Tour of the Universe by Malcolm Edwards and Robert Holdstock has arrived. Sadly there is no index but I'm still hopeful that I'll find a reference to Raxxla somewhere among the pages. I flipped it open and on the second page found a reference the the Galactic Co-Operative (GalCop). I'm increasingly losing hope that finding Raxxla in Elite: Dangerous will somehow rely on digging through Holdstock's fiction to find the path but I'm also becoming more interested in untangling the path that led Holdstock to writing The Dark Wheel then I am in actually finding Raxxla inside the game universe. I guess I'm engaged in 'literary archaeology' to try and understand what Robert Holdstock's original concept of Raxxla was. I'll, of course, pass on anything I find that appears relevant.

Note: Frontier could have added Raxxla AFTER everything else was decided (by Kickstarters and lore masters) in terms of names and locations. System named Rattla identified and never previously mentioned in Raxxla investigation thread. Phonetically similar to Raxxla and warrants investigation.
There's also a system called Rattla, btw, never saw it mentioned in this thread. another thing I just saw is that on eddb.io, The Dark Wheel's home system is "?", not ShinraDezh. Is there a way to find the home system through other means?
